From 1 October 2026, Meta charges for every reply a business sends on WhatsApp. Here is what changes, what it costs your brand, and how to turn it into an advantage.
📌 At a glance
On BusinessOnBot, each service message is billed at ₹0.18, the same as your utility rate. BusinessOnBot is not adding any fee of its own. If your WhatsApp support runs on BusinessOnBot AI, its replies are covered by your AI plan instead of being billed at ₹0.18 each — the same way Meta bundles its own AI agent.
All prices are per delivered message and exclude GST. Outgoing calls are billed pro-rata in 6-second units. Utility templates were free inside an open 24-hour window until 1 October 2026.
📣 What Meta changed, and why
Since November 2024, replies sent inside the 24-hour customer service window were free. From 1 October 2026, Meta charges them per message, at the same rate it charges for utility templates (Meta: non-template message pricing).
How the 2026 changes rolled out
- 1 July 2026 — Meta launched the Meta Business Agent, its own AI agent for WhatsApp.
- 1 August 2026 — Meta started charging for that agent's messages. One fee covers both the AI and delivering the message.
- 1 October 2026 — Service messages and in-window utility templates became chargeable, billed per message.
- The 24-hour customer service window works the same way.
- Messages customers send you stay free.
- The 72-hour free window after a Click-to-WhatsApp ad is unchanged.
- Marketing and authentication template prices are unchanged.
Why it matters: Meta now charges for the work of answering customers. A brand's support costs grow with the number of messages its team sends, not the number of customers it serves. Teams that resolve queries in fewer messages pay less.
💸 What this means for your brand
Every reply your team or chatbot sends now costs ₹0.18, so your bill depends on how many messages it takes to close each conversation. Here is what that looks like for three typical brand sizes.
Brand profile | Conversations / day | Replies / conversation | Service messages / month | Monthly cost at ₹0.18 |
Growing brand | 30 | 5 | 4,500 | ₹810 |
Established brand | 150 | 6 | 27,000 | ₹4,860 |
Large brand | 600 | 8 | 1,44,000 | ₹25,920 |
Assumes 30 days a month; excludes GST. Utility templates sent inside the window, such as order and shipping updates, are also billed at ₹0.18 and are not included here.
Where the extra messages come from
- Menu-heavy bot flows — "Select an option" menus, back buttons and confirmations each count as a message.
- Back-and-forth with agents — asking for an order ID, waiting, checking, then replying uses 4–6 messages where one good answer would do.
- Repeated questions — "Where is my order?", return policy and COD questions make up most support volume, and each is answered from scratch.
🤖 A better option: let AI handle your support
With BusinessOnBot AI, replies sent by your AI agent are covered by your AI plan, not billed at ₹0.18 each. Your support gets faster, and your service-message bill stops growing with volume.
Meta's own Meta Business Agent charges one fee that covers both the AI and delivering the message. BusinessOnBot AI works the same way: you pay for the AI agent, and the messages it sends are part of that.
AI doesn't replace your team. It takes the repetitive questions, so your agents spend their time on the conversations that need a person.
🧠 What BusinessOnBot AI agents do
What your customers notice: instant answers at any hour, no menus to click through, and no waiting until Monday for a reply.
📊 Before and after AI: an example
For an established brand with 150 support conversations a day (4,500 a month):
Assumes 80% of queries resolved by AI, 6 business replies and about 6 minutes of agent time per conversation; excludes GST.
The biggest gain is usually not the message bill — it's the agent time you get back and the sales you stop losing to slow replies. A shopper who asks "is this suitable for sensitive skin?" at 11 pm and gets an answer straight away is far more likely to buy than one who waits until morning.
📞 WhatsApp Calling: free when your customers call you
For queries that take a long text conversation to sort out, a WhatsApp call is often the better channel — and when the customer calls you, it costs nothing.
Why it saves money: a tricky return or a confused first-time buyer can take 15–20 text messages — about ₹2.70–₹3.60. The same customer calling you costs nothing, and the issue is often sorted in two minutes.
Why customers prefer it: they speak to a real person on an app they already use, with no IVR menus or call-centre queues. Customers trust brands they can talk to, which helps with first orders, high-value carts and COD.
How it fits with AI: BusinessOnBot AI handles the routine 80% in chat. When a customer needs a person, the agent offers a "Call us" button, so those conversations reach your team on a free call instead of a long chat.
Before you call a customer, they must give you permission; the permission request is billed as a message. Unanswered and ringing calls are not charged. Prices exclude GST. See Meta's Calling API pricing: https://developers.facebook.com/documentation/business-messaging/whatsapp/calling/pricing
🚀 How to get started
- Free audit — we review your last 30 days of WhatsApp support: your most common queries, messages per conversation and your likely bill from October.
- Share your SOPs — send us your return, refund, delivery and escalation policies. Not written down yet? We'll help you document them.
- We set up your AI agent — trained on your SOPs, catalogue and custom flows. You review its answers before anything goes live.
- Go live in stages — start with your top 3–5 query types, such as order status and returns. Your team still handles everything else.
- Review and expand — monthly reports on resolution rate, messages saved and sales assisted; add more query types as results come in.
Your existing flows, templates and campaigns keep running as they do today. Nothing changes until you approve it.
